The moment a brand puts inventory in a 3PL’s warehouse, it has a sales tax obligation in that state, and if the warehouse is overseas, in that country. Most brands learn this after the fact. An overseas brand signing with a US 3PL also needs a US tax ID before it can bring goods into the country, and a brand expanding into Europe faces a different VAT regime in every country it stocks. The 3PL hears the question first, usually during onboarding, and has nobody to send the brand to.
